The Military Commander in Serbia issues the ‚Decree on Jews and Gypsies‘ (Verordnung betreffend die Juden und Zigeuner / Naredba koja se odnosi na Jevreje i Cigane). According to this decree, Jews and Roma must register and wear yellow armbands to ensure identification and that they are to be excluded from public, political and cultural life. On 11 July 1941, the decree is amended to the effect that Roma who can demonstrate a respectable occupation, a settled way of life and ancestors who have been settled since at least 1850 are not to fall under the terms of the decree for the time being.
