A few days after ordering the shooting of hostages by the Wehrmacht as ‘retaliation’ for the losses at Topola, German-occupied Serbia, the Plenipotentiary Commanding General issues an order that forms the formal basis for the subsequent Wehrmacht massacres of Jews, Roma and Serbs.
